About the Project

SUPPORT TO HEALTH CARE REFORM AND SUSTAINABLE
FINANCING IN THE REPUBLIC OF SERBIA

The Project „ Support to Health Care Reform and Sustainable Financing in the Republic of Serbia performed the Institute of Social Medicine, School of Medicine Belgrade University with financial support of the Fund for Open Society Serbia, between the december 2003 and August 2004.

The principal goals of the Project were to:

•  Provide support for implementation of health sector reform in Republic of Serbia and to develop “common language” between decision makers in health sector through dissemination of knowledge participants from Republic of Serbia and republics of former Yugoslavia acquired at the World Bank Flagship Program on Health Sector Reform and Sustainable Financing.

•  Improve knowledge and skills about dimensions of radical changes in health sector of health professionals, managers who are actively involved in planning or directing government initiated health reforms, and representatives of local communities by organizing regional professional workshops dedicated to develop the national capacities in the Republic of Serbia to deal with new challenges facing the health care system.

•  Understand different reform strategies and their achievements in republics of former Yugoslavia with exchange of professionals and establishment of network of participants sponsored by Fund for Open Society – Serbia who will communicate by web-site and exchange information about project and programs in health sector. Project activities were fulfilled by creating a network of participants of the Flagship Courses sponsored with Fund for Open Society - Serbia, organizing two workshops at Zlatibor and Velika Plana which provided intensive state–of–the-art knowledge and training on options for health sector reform including lessons learned and best practices from neighborhood countries, preparing and publishing the teaching and training materials including case-studies and games important for group dynamic achievement

By now, there were organized two Regional Workshops on Health Care Reform and Sustainable Financing with 120 participants from 24 districts of Serbia . Project activities included project team of 13 members . Participants were decision-makers, managers of health care institutions, young public health specialists, representatives of health insurance fund and local communities. Beside guests from Croatia (Andrija Stampar School of Public Health), Macedonia (School of medicine), Bosnia Federation (Federal Public Health Institute) and Republica Srpska (School of Medicine), representative of Canadian Public Health Association (CPHA) and project leader of “Support to Public Health Development in Serbia (EAR) introduced their activities in our country. Specific workshop modules involved three basic areas for creating sustainable health sector reform:

•  The theoretical and empirical basis for reform cycle, decentralization and regulations,

•  Ethical theories, and

•  Health financing, purchasing and payment systems.

Apart from that an extensive use of case-studies from countries of former Yugoslavia which are on a different levels of reform development, made participants able to create their own proposal plan for reforming the specific performance problem in from their point of view. The best posters were selected and won the prizes.

Participants assessed both workshops with high average marks (4.6 and 4.7 respectively), particularly their content and organization. They stressed level of knowledge gathered during workshops as well as possibility to hear experience of former Yugoslav republics and to get printing material with lectures, power point presentations and case studies. Social events and friendships were unforgettable according to their evaluation of workshops.
